Photoshop CS6 extended animation help needed

So basically when you right click a video clip in the timeline it should bring up the time of the clip with an ability to reduce it and the speed at which it is going (1%-400% with it being default at 100%) and the ability to speed it up or slow it down.

I have converted my video clip to a smart object so I was able to transform it (can't show the image since I don't have 5 post count)

Anyways, now that I right click the video clip it does not bring up the time of clip/speed of clip - so obviously the problem is that it is a smart object.

I'm pretty sure that there is no way to revert the video clip back to a regular object while retaining the transformation since transformation is exclusive to smart objects (it is position without it being a smart object) so what I want to know is the following:

Is there another way to change the time of clip/speed of clip?

How do you split a clip into two clips? (like at one point in time so say the clip is 9 seconds long and you wanted it split at 4 seconds, it would become a 4 second clip and a 5 second clip?

No. It's cumbersome that I can't post pictures til 5 post count but I guess I will try to describe it.

In Photoshop cs6 you can import video clips and have a whole video clip as a layer that will play in the timeline, so it isn't frame animation. It's comparable to after effects if you have ever used that.

Just for reference: this is the image I have made

A bit of back story: Basically I made it to use as a forum avatar and it got rejected as it was too large. I tried again by reducing the colors (the one shown is the reduced colors one) so as to reduce the file size but it was still too large. Reducing the colors any further made it look incredibly low quality so that is why I am wanting to know the questions I previously stated.

Anywho: This is a video file in the layers section

Click on the little picture frame.

Okay I just tried clicking on filter for pixel layers (i think that is the one you were meaning) and although it didn't show that the smart video clip was a smart video clip anymore, when i right clicked it it still showed the motion and not time of clip/speed of clip.
