Photoshop CS4 kicking back to 16 bit.

I was sold a refurbished Dell PC OX5543 (2005) that originally came with XP to replace my old Dell XP. However, the refurbisher installed Windows7. When I open Photoshop I get a message asking me if I will allow changes to my computer. PS opens in what looks like 16 bit. I called Dell. They said they a model that old will not run on 7. The seller is giving me an argument. What else could be going wrong? Is there a simple solution to get 32 bit back. All my other Adobe CS4 programs are running sucessfully. Could I simply download XP from Microsoft? :redface:
 
is there any possible chance that you could do this just to get an idea of what we are dealing with.

open the start menu, type in the search bar at the bottom of it "dxdiag" (sans quotes) press enter. press yes/ok to the prompts.

and then there should be a button at the bottom that says "save all information" or something, press that, and save it somewhere were you can find it, and then attach the .txt file to your post using the attachments feature of the forum (look for the icon of a paperclip, click it and a window will appear, press the add files button, select the dxdiag information and upload it. then press "insert inline" button.

par example
View attachment vavavoom.doc

is that okay? we need to know if the system is able to run Photoshop and whatnot under windows 7 that's all.

Your site instructed me to refresh the page for some unknown reason. When I did, internet text went HUGE on me, like 3000% and now I have no visible internet use on my PC. I have to transfer files to my laptop and send. WHAT HAPPENED and WHY?

Sorry I could not get back to you sooner. We had a hurricane force winds here in Atlantic County NJand we've lost electric and had power outages ever since.
