Photoshop brush size wont change

hi all , its happened a couple of times now and when i close and re open it was ok , this time its staying the same , any tool has minimum cross hairs and when i use right or left bracket to make the brush bigger the numbers change but the circle doesnt come up

You're on cross-hairs tool view.

Use your caps lock to toggle between cross-hairs and brush size.

I learned that LATE one evening.....I always check cap lock now
