Photoshop action to reduce file size to 12-20 KB

So I am familiar with how to use Photoshop actions and how to batch process, but right now I am on a project where I need to batch process a large number of employee photo headshot images to be 100x75 pixels AND must be between 12 kb and 20 kb.

So the 100x75 pixels is easy, but my questions are this.

1. How can i have an action save the image image in that range for the file size ?
2. is there a way that I can have the action pause so I can center the person's head in the photo when cropping?

Any help would be greatly appreciated!
 
if all your images are rouughly the same size the just go to file > scripts > image processor and you can set the jpeg value from 1 - 12 do a test run first with 1 image to see what quality you need to save it in to get the size you want but with those pixel dimensions I am going to guess around 10.

As for recording actions which you can run it once recorded in the image processor options you can select insert stop in the actions menu.

This may be helpful, I'll throw it out there to you. I have a software program called Advanced Jpg Compressor and it does a great job. It will do batch processing and I think it costs about $30.00. I use it a lot. You might check it out at http://www.winsoftmagic.com/ajc.html
