Photoshop 7 Won't Install

I have successfully installed Photoshop 7 on two Windows 7 HP 64Bit laptops but I can't get it to install on a third laptop with the same OS. Clicking 'Run as Administrator' shows the spinning circle for a few seconds and then nothing. Task Manager shows nothing running in Applications or Processes. Checking the details for the setup.exe describes it as a 32-bit Setup Launcher. This didn't make a difference for the other 64Bit installs but thought I'd mention it anyway.

Yes I know PS7 is an oldie but it's all I need for my limited ability.
 
Did you try turning off the computer and doing a cold reboot?

Keep in mind you can only run Photoshop on two computers.
You need to go to Help|Deactivate on one of the two other computers first.

I was able to install PS7 via safe mode. I do know that only two installs per license are the max but one of the laptops was nine years old and was long ago retired and I assumed the new install would be counted as only the second.
