Photoshop 7 - help to bring image to original

Dear Friends

I have a image downloaded from internet, a jpeg format, the picture is a small group photograph, 3 persons, out of them one person's face is cover to hide the identity with black circle. is there any way to get rid of that black circle and see the original face behind?

is there any tool/trick available with photoshop or any other software?

only if the file is in layers and the original is available.if it is a jpeg Most likely the face is lost to black
