photo restoration help, please!

I have this photo I've been trying to restore for a friend.

She wants it restored so she can give it to her mom as part of a birthday gift. I've been working on it, when i have a chance, but I can't seem to get past this point. Everything I try doesn't seem to help.

I'm quite new to Photoshop and I'm learning as I go, but her birthday is in the first week of August. My job keeps me busy and I'm scared that I may not get it to where I want it in time for her birthday.

I'm hoping you can give me a hand, whether giving it a shot yourself, give tips and tricks, or point me to tutorials that will help me achieve my goal.

Any help is greatly appreciated!!

that's something i never considered. I was hoping to keep the color, but I'm having trouble with the skin tone and white clothes. Everything I have tried seems to deteriorate the quality.
 
What version of Photoshop do you have? If you have cs5+ you can use the black and white function to pretty much get rid of most of that staining to bring the details back out (will still be b&w). Then I guess if you really did want colour back into it, you can just paint it back in (loads of tutorials online).
 
Wow!! Amazing!!
My problem was mainly the faces and skin tone. They were so bright that I didn't know how to get the color back and keep detail.
You did a great job.
