Photo Mosaic Automation Tool Doesnt work

Hi I have photoshop elements amd i am tryign to do a photo mosaic (think thats what its called! wen one photo looks as tho its made up of lots of little photos). i googled a video on how to do it. It said go to file and hten automate. but automate is greyed out and i cant use it - any idea why?

Unfortunately, I fear that this video will only work with Photoshop CC. I assumed you were working with a video that was made for PSE.
