Do somebody know an easy way to achieve this image effect?

Hi, I can show you a way to do this but it won't be that easy. I will wait and see if someone else has an easier way.
 
Do you have a photo in mind that you would like to use this effect on?
 
I think what you could do is duplicate the image numerous times in that photo it's good probably 50 times. working from the top layer down shift the image to the left or the right whatever you prefer, I would say shift each image separately in increments of whatever spacing you want have all layers visible although it looks like some of them were shifted upward or downward a bit that might work........ tedious but it will work, also as Sam said its not going to be easy if you don't know how


there may be an action for this but not one I'm aware of
 
Yeah, iDad..........I was thinking of just cmd + J (duping) small strips that you move across the original and then going back and moving them one by one.
 
Pretty much the same thing but that works might even to be easier than dupping all of image
 
Make a rectangular selection consisting of a narrow, vertical stripe - no feathering.

Duplicate that selection enough times to blanket the original image horizontally, skipping every other interval.

Boolean "OR" all the above selections together.

Use that selection to copy every other vert strip in the image.

Move the copied pixels over by 1 strip width (ie, the same ammt).

Merge with the underlaying layers and you are done.

You can try and use Displacement map:

Create new Gradient layer, from 50% Gray to 50% Gray, set Gradient type: Noise, Color Model: HSB. Move Saturation right bracket slider all the way to the left, set Brightness slider brackets to something. Convert this layer to Smart object and apply Mosaic filter.

Now save it as a Displacement map, convert your image to Smart Object also and apply this Displacement map to it.

Tweak Displacement map anytime you want: change Brightness range, use Randomize button, etc. Change Mosaic filter or Displace filter params...
