Just kidding but not really.
It's a highly manipulated image and there's no way to say what was done.

Almost looks like an HDRI photo with some interesting processing and tone mapping. There's a lot of detail in the shadow areas but the highlights don't look blown out.

I think they are using a lot of adjustment layers and masking them so that they are accentuated in some parts of the image and hidden in others.

You could be right about starting with an HDRI image admin, but it's hard to say.
