Illustrator Pdf map

I once saw this pdf map that was of the USA, but when you zoomed into it, roads and names and places would start to appear. I also came across this with a city bus scheduled, that you could also download as a pdf and zoom in to see smaller streets and thier names.

I would like to know how to do this

Would this not be more of a function of the PDF viewer/reader?

I don't think Illustrator is an answer to your question.

But I do think I have an idea of what your asking - interactive pdf map making. But the sites I know offer their services to create them for you.
