I just discovered how to use this and wanted to pass on my excitement to those who might not.
I came across this in the layers chapter of the book
Adobe Photoshop CS Complete Course, written by Jan Kabili for Seybold.
You'll need two open documents. Select and copy what you want from your source document (I selected All). Make a selection in your destination document (perhaps smaller, feathered for extra effect) and choose Paste Into from the menu. The exciting part for me is that now you can move (V) the source selection around inside your destination selection!
