Paint effect


Here's one way.
I'm not going to go through the Pen Tool steps. If you are unfamiliar with the Pen Tool, please go to YouTube and look up some instructional videos on the tool.

Made the base layer with the Pen Tool....

Added a Bevel and Emboss layer style to the base layer

Added a sheen layer with the Pen Tool.

Added secondary highlights with the Pen Tool.

Placed all layers in a group.
Added a layer mask to the group.
Used the Pen Tool to create the brush stroke effect on the layer mask.
(This was done very fast for the demo, slow down and take your time!)

Looked interesting and decided to take a try - maybe not exactly what you're going for...

Took your sample "arrow" and removed the background so now it's on a transparent background:

Downloaded some paintbrush samples from Brusheezy:


Then using a mask, just painted on some edges. Added some layer styles:

Just staying busy on a Saturday afternoon... :)
 
For the brush stroke, use any similar Photoshop Bristle brush and play with the stroke path on the outline of the shape.

Here is a similar effect for the fill using layer styles. Play with it to get your desired effect.

Also, the brush stroke around the shape looks similar to a default illustrator brush. I can't say for sure though.

But this type of effect is easier in Photoshop.

Or

manual recreation of the shape and the effect is the only way.
