Optimal export settings for posting online

Hi, I often use the paintbrush tool to create images in Flash and Photoshop. The quality of the images look great on my computer however when I upload them to the web I notice that a strong decrease image quality even though the file size is very small. Are there any optimal image export settings that work specifically well when using the paintbrush tool?
 
One suggestion - If you are using impasto or texturizing effect brushes, you have to sharpen the daylights out of the image after it has been down-rez'ed to have any chance of seeing such efx in smaller versions.
