I use the rotation tool all the time, it's one of the most useful tools when I draw! However, probably once out of every three of four documents I create, when I try to use this function I get the warning that it only works with OpenGL enabled documents. When I try to enable it Preferences, the option is grayed out.
From what I've read so far this is usually a problem with the graphics card being unable to handle the option... but I haven't read anywhere else that it only fails to work some of the time.
Here's what I'm running:
Photoshop CS6
Late 2011 macbookpro
Processor 2.9 GHz Intel Core i7
Memory 8 GB 1600 MHz DDR3
Graphics Intel HD Graphics 4000 512 MB
