Illustrator Objects (stick men) in a circle

The image attached is part of a logo. Unfortunately my client could only provide me a raster image and was wanting it as a vector so I can resize it to whatever I need.

I can easily draw one of the characters but does anyone know how to get them in a circle like that?

I'm not that familiar with illustrator so just looking for some guidance to how it's done.

The easy way would be to use image trace in Illustrator then it will convert that image to vector, youmay want to fine tune trace options after initial trace to smooth of some of the edges etc but that will come with a bit of playing around
