I used a picture of his wax sculpture as a reference and so far I think it's going well but I have problems with colouring and getting everything to blend

looks like you have some serious blur going on but the concept is there I can see where you're going with it ,but why are you having problems with color you seem to have the black and gray down, from what see?

Yeah, I blurred it a lot so that I could go over it one more time because I didn't like the face and parts of the blazer just so I could make it neater really. I have the black and grey but I'm struggling to colour the image, I can't get it from the grey to the colours on the reference and make it look good but thankyou :)

you could create sections or layers for each color by selecting them and then using the overlay mode or color overlay mode, work in layers, you'll be golden.

added a bit more detail but it's still blurred because I'm using very soft brushes

A lot of pro digital painters start out in grayscale to get the layout, form, lighting etc correct and the last step is to go in with your brush set to color and add the color in in. It also allows you to get some really nice detail with the doge and burn tools.
I would suggest continuing to define the figure in grayscale and don't worry about color yet. :)
