No Background

Ok what I am trying to figure out how to do is cut an image in a picture and have no background...is this possible?

There are many ways to achieve this, without seeing the image it isn't possible for me to recommend the best one. To remove a solid colored background or foreground object you can use quick select, magic wand or color range. Quick mask mode will allow you to paint the object you want to remove then you can invert the selection and delete the background. Using the pen tool to create a path to convert to a selection is the best and most accurate way of selecting an object imo.

I mean for any image...say a child was standing in the middle of a photo with a house behind him..i would just want to cut out the child...stuff like that just in general

Photoshop isn't magic

Photoshop can't invent complex backgrounds out of nothing, but in theory that's exactly what the content aware fill in CS5 is meant to accomplish.
