Newbie seeking some advice.....

I'm new to the forum and am seeking a bit of advice.
I photograph motorcycle road racing as a hobby and have used PS for some basic fixes.
I recently came across the below image and was wondering what the effect is called and how to go about it.
Can anyone point me in the direction of a tutorial??

The level of difficulty correlates directly with Photoshop knowledge. I would have to know more about your knowledge of Photoshop. You will have to be fairly versed in Photoshop fundamentals.

A quick look at any of the tutorials should let you know were you may stand as far as difficulty is concerned.
