NEWBIE: Seeking help with creating a certain type of effect

Hi everyone,

I'm new here so hoping it's okay to post this kind of request here.

I'm working on a project and I want to create an image thats kind of "cartoony"...

The image I have attached is exactly what I am trying to create in terms of the effects.... the background is very high contrast and the characters seem almost cartoon like - even though thats a screengrab from a real video.

It really makes the image "stand out"

Any suggestions on how you think this was created, how I can use the same techniques would be highly appreciated

It looks like certain elements from the original photo were isolated, copied onto separate layers, then hit with some adjustments layers. Probably Saturation adjustments more than anything.
