Hey Jhun23 
This effect is called an anaglyph effect. It's pretty easy to do using only the opacity and layer style tool!
Here's a quick guide and screenshot on how to do it
1) duplicate your image layer, set opacity to 50% (circled in blue in the screenshot)
2) double click the top layer (to open Layer Style) and de-select the G & B check boxes (circled in red in the screenshot)
3) use the move tool (V) and use your mouse or keyboard buttons to move the top layer to the right
4) done!!!
