I don't use photoshop much and I'm having to recreate this image and I need some help figuring out the streaks in the background. Would someone please tell me how to do this?

They look to me like drawn lines with a motion blur attached and an outer glow on the player. I'm sure you'll get more and probably better ideas from other members. Tell us what you've already tried, OK?
 
Too add to it, after the motion blur - the lines seem to be displaced to the image to obtain the creases and contours and then blended into the original image...

Adding the outer glow on top of it
 
To be honest, I haven't tried much. I played with the brushes, but didn't come up with one that looked like this one. I appreciate the advice and will try it out. I've created everything out in this piece, but this one thing and it's so frustrating.
