Yes something like that posible.
Like in my avatar "R" is rotated in PS.
For that you need apply transformation (Edit/Free Transform) step by step. Little tranform to one frame, next transform to next frame...etc.
Long way but possible.

a ver low requirement indeed. so long as it supports shader model 3 and Open GL 2.0 you are fine, (that's most cards these days)

Almost none. I've work with build-in (hmm...256mb? 512? don't remember). No acselerator of course and all that stuff. Everything is rolling.
