Simplified, in a rough estimate, this could be:
A background layer
Two text layers with layer styles attached
One image layer with a layer mask
Some extra layers with lighting effects
Which part are you most interested in knowing about?

Background text (I didn't try to match colors)

Image with layer mask (Mask areas eremoved using Brush Tool)
Text with Layer Style (outer glow) and layer mask for fit. Also added blurred border.
There's some other lighting effects in the original, but you get the idea.
