Need help on how to create the tiny horizontal flash of light effect which censors the nipples in the attached image..



i.m looking to make the same effect in some other images, also now that i notice, there is some overall effect on the image.. would be usefull if some1 can help me with that too.. thank you..

You can try creating an ellipse filled white on a new layer and applying motion blur at an angle of 0 and distance of your preference. You may want to hit CTRL+F to apply the filter again.

CTRL+click layer icon to select pixels and on a new layer fill with secondary color and play with layer nodes and opacity to get the color blend you like.

Group the layers and make duplicates to move around and resize/transform,
