Need help with scale and repeat

Well, hello.
I am not sure where to post this thread, because I just need advice or help.
I have been working on one project for a while, but I can't make the main idea of it into reality.
So, my question is, how can I scale an object down and place it proportionally next to the original and repeat it?

Here's the example of what I want to do. Sorry for my english (in case if I've mistaken somewhere)

I guess you are best off using an Action to automate the process, noticing that apart from the foreground girl, every other girl is a clone in the same pose.
The following are the automation steps:
Select the Second girl, make a copy of that layer.
Move this layer behind (below in the layer stack) the Second girl layer.
Use transformation tool, lower the height of this layer by a set amount. Also move the layer forwards.
Loop until satisfied.

Used the above action as shown in the screenshot below to obtain the following result:
