Need Help Reproducing Certain Effect

So I'm wanting to do reproduce the effect done in these pictures by Robert Schlaug in my own work, but I'm having a difficult time figuring out how, although it seems like it should be rather simple. I know you can repeat edge pixels with the 'Offset' filter, but Im looking for another way to select some pixels, and then repeat them in any direction. Here's one of Schlaug's works that has the effect I'm looking to do on my own.View attachment 40314

This is a very easy effect.

Open your original.
Duplicate and turn original off.
With the duplicate highlighted, choose the Rectangular Marquee Tool.
Create a very thin rectangular selection at he point you would like the effect to start.

Hit Command + T to enter the transform function.
In the center of the very thin transform box you will see a node.

Place your cursor just below the middle lower node and it will turn into a double arrow with a dash between them.
Click and drag down to bottom.
Hit the check mark or enter to accept the state change.
Hit Command + D to deselect.

Your done.
