Need help replicating this image.

Hey guys. Need help replicating an image I found. I'm sure a radial gradient was used, but I'm not sure how to replicate the lines. I basically want to make an HD version of this because all the pixelation bothers me.

The lines that you refer I believe are a motion blur layer
 
I would go with a combination of filter > render > fibres and another layer of filter > render > clouds play with opacity and blending modes til happy, then maybe add blur/ layer masks and vignettes once the general picture is done.
 
Hmm, a motion blur layer of what exactly? A gradient?

you can try making a dotted line and using motion blur on it to get the lines, maybe play with the opacity a little bit or blending mode of the layer.

another option would be to use a wood grain textured background with grey overlay and a radial blur with a masking layer removing blur from the circular area, it seems like that but not sure.

Not sure what it was, but maybe just a layer of noise of black and gray?
