Need help creating this effect

I want to know how to make this monotype colour effect over the whole image, I tried a gradient mask but it wasn't quite right.

Can anyone suggest alternate tips please ?

Try adding a Hue/Saturation Adjustment Layer, put a checkmark in Colorize box and pull the sliders around. But please stay away from the Lightness slider. It will do bad things to your image...
