Specific Need enhancing for bad quality background?

Hi, similar issue with this one here.
Could anyone enhance the sky (preferably without clouds) and the water area so that it would look better in terms of quality. Not seeking anything too extravagant but rather so that the sky and the water would look more clean and HD-type of quality, instead of the blurriness that it currently has.

How's this...
Straightened the horizon and distortion, replaced the sky and sea but keep in mind that this is actually not a real situation because due to the temperature there should be some haze on the horizon...

First straighten the horizon (use a guideline) and use content-aware fill to fill the gaps created by tilting the image and adjust with the clone stamp tool.
Make a very good selection of the 'earth' part and mask away the sky and sea part.
Add a new sky part (the OP wanted a cloudless one) using a gradient (pale towards the horizon.
Use an existing sea horizon to fill in the sea part in the selection.
Use shift+ctrl+alt+E to make a merged copy (do not merge the layers!!!!) and blur a bit the horizon line...

Awesome work! I probably should've re-worded my request but with the water area I meant the marina part where the yachts are. Do you think you would be able to enhance that as well? Thanks!

EDIT: Just to remove the blurriness and make it more clean, just like with the sky.
 
My version. Straightened buildings and horizon. Dropped in a new sky with the light coming from left as in original. Marina water copied to a new layer and added gaussian blur, lightened and used noise reduction. Shadows lift on lower section as well.
