Filters [Need advice!] Screenshot to picture

I'm interesting in some kind help of editing 3d rendered image(screenshot) to make looks like a picture.
I'm interesting how they transformed this:

to this:

and another one example, this:
бвл1.jpg

to this:
бвл2.jpg


Surely you can "skip" post-editing, like glow. I'm mostly interesting what should I do to make "walls" looks like here? Is this blur+color only? Some kind of "oil-painting" filter?

Why do I interest in this?

Because I wanna to edit this:

My "best" result is

(nvm about too dark)

Anyone can suggest me something in this situation?
 
maybe something can be done to look kinda like a painting like your example (i like it XD) but you are comparing a game screenshot with what it looks the sketches the artist made when the game was on the making.

Well, I digged in it, and compared em, so I'm 99.9% sure thats not sketches. All details are 100% identical. Yeah, theres pretty lots editing, but still! Image "core" is based on "ingame" screenshot.
 
I still think those are sketch artist used to create the game but i made a try to get the drawning look.

WoW!!! Thats exactly same as they did!!! You're true guru!!!
The only differ I see now is that they rounded edges (since all 3d models here are using only lines and planes = image looks a bit "rough")

Can you tell me please what you did to transform picture that way?
 
Thanks! yeah one of the filter i used to look like a painting is accented edges but as you said add roughtness to the image.
I can soften the image but its complicated to equilibrate the two goals.

Not a tutorial but close...the link to the psd i tried to translate every layer (spanish/english) XD. So you can see every step of the process in this case the image didn't really need that much to come close (basic adjustments) but needs a lot of experiments and tries to fix or come close on the little details.

Hey, good job! I love the work on the round edges XD, maybe being the objective to look like a painting is too much blurry, usually the drawnings dont have that blur, so maybe adding some focus will help to get more of the wanted look.
