Need advice on how to use "Plastic Wrap" filter on single background

I have done a model of a piece of cheese and also made top image which fit onto top of model. To that image which I have prepared in Photoshop I used the Plastic Wrap filter. But for the 'cheese' part I want only a single color (example brown). If I fill a background of 48cm X 27cm the filter only works on the centre part and not the texture as a whole. How can I get the plastic effect to cover the whole of background? I need to do the texture before I complete the model.

The idea is to create model as if wrapped in plastic.

Any help on how to use the plastic wrap in this instance will be greatly appreciated.
