Mystery Filter? Help me identify!

Hi I wanted to see if anyone had any insight on how this image came to be, whether its a filter or what have you I would love to be able to replicate this effect. Cheers!

it LOOKS like the dry brush filter, however it could be a mixture of filters ;)
 
I think the glass filter (filter>distort>glass) is the main one used here. But I tried Zee's suggestion and it certainly adds a dimension. My suggestion is that you make your layer into a smart object then apply filters. Each filter will be listed separately so you can turn them on or off. You can right click on each filter and change its blending options, just as you would a layer, including opacity. A lot of this kind of thing is experimentation, so have fun with it.
