moving layers

I was working on a picture and there were two layers.
I dropped the opacity on the top layer to see where it was in relation to the bottom layer and then tried to move the top layer but it didn't work (it switched to the bottom layer)

Why can't you move a layer if it isn't 100% opacity? (I have photoshop 7)
 
My only guess is that you have "Auto Select Layer" checked in the arrow toolbar and you weren't clicking on any pixels in the top layer. You may have been auto selecting the lower layer. If you uncheck that option, it won't matter what you do, you will always move the layer that is currently selected. Opacity has nothing to do with it.
 
Like cringer8 said, this is very possible reason. It happened to me so many times when i started photoshopping.
