Merging background with an object? hue effect?

Hello, I'm trying to get this effect but I have no clue where to start.
I'm aware theirs more then one way to do things in PS but I'm looking for the easiest method with the most post quality work as possible.

I'm trying to fuse a circuit board image with a gear and make it look as smooth and pro as it does above.
