Matt effect on a photo

Hello all,
Please look at this print screen of the desktop. Do you know maybe how to make a layer to get this matt effect on a wallpaper?

I suppose that is a simple pattern but I have a little problems to create it…

You can make matt effect on a picture with blur filter.
