Marking up text PDFs

I've been upgraded from Adobe Writer to CS4. I am used to being able to use the Tools menu to mark on a PDF of text what I need amended. Is this facility available in CS4? I can't seem to work out how to mark up a PDF when I open one in CS4.

Thanks for any advice.
