The skin loonks very blured imo. No matter our age we all have texture to our skin, small wholes and pockets gives a certain texture and changes the way light interacts with our flesh. Atm it looks like she has gotten extensive botox treatments drawing her skin tight. I would do a more suttle approch like this:


its somewhat difficult with such a low res image but it can be done. Workflow would be like this: Healing brush tools to remove the red spots you dun want and the big wrinkels.
Use clone tool for the places the healing brush dun work.
Use masked adjustment layers to remove the red parts of her face.
Then the high pass filter with invert on blend mode liniar light and slightly burled to counter act the wrinkles.
