Making neon color stick out

Having some problems making my neon colors bright and popping, my colors look really dull, any help or tips to make them pop out like this pic

what you need to do is do your colour in white on a new layer set the layer mode to screen go to blending options add an outer glow of the desired colour in this case blue adjust the size and spread and you will achieve the same results here is just a very rough example

That doesn't seem to get the desired effect, you made it look different when I am just trying to do whats in that image.
 
well instead of doing it white do an off white trowards the blue and reduce the opacity of the layer I mereley was painting on top if the white is making it to bright then add an inner glow of a blue. I was explaining the technique once you have the concept you can adjust the colours to suit
