making image clear ok

ok i am trying to make the image clearer as i down size it... and it will not let me type in the exact measure that i want the image to be like height and width...?
 
in image sizing window uncheck "Constrain Proportions" .but be mindful it my distort on you depending on what you are doing

That's because Resample Image is not checked.
That's actually a better ( non destructive way, I think) to change image size unless you actually must have a specific pixel hight and width.

If you do, then check that box and choose Bicubic Sharper (best for reduction) to down size or Bicubic Smoother (best for enlargement) to up size.
 
It also depends on what format of image file you are using greatly. Steve and Pops up there pretty much set you straight on reasoning that A it wouldn't resize and B that off scale dimensions will harm your image quite a bit. If you are talking about a photo you have taken and you want to resize there are certain steps to take and image types that convert or crop better than others.

Shoot in Raw
Crop, Sharpen, Curves,Levels, Hue, Color management
Convert to size desired in Tiff
gradients, filters, shadow/highlights, HDr, finalized color replacement or saturations
Convert to Jpg

If you are not talking about photography and just digital images then I be sorry for rambling!
