Making a photo "sketchy"

Hi all, nooby here with wat is probably a very simple ques.
I am new to CS3 and I saw an affect in a magazine the other day that I would like to replicate on some family photos.
It was basically a woman character crouching down looking backwards, but she was just outlined with extra detail here and there and colourful black hair, I would call it being "sketched". Anyhow I think it looks really cool and I'd like to do it with some of my photo's, so if any1 could guide around CS3 to help me achieve this effect I woul dbe most grateful.

Depending on the image itself I cant tell u how to do it, here are a few I LIKED kind of

1.Glowing Edges

thanks 4 those mfox, I like em. There not exactly wat I first imagined but I like.
Are they called by those affects on CS3 do you know?
The pic I saw was on a white background and sketched black, I'll try and find a pic and upload it.
 
So maybe you want to invert the glowing edge effect, and use a black brush to cover the lines inside the object
