Specific Make into a cartoon

Hello,
Apologies if I don't explain this very well!
I'm wanting the attached picture to be made into a cartoon! Only the dog please (Bit of hair missing from the picture to be added back on if possible too)

Hi John.
I made the usual adjustments in ACR (lighting, texture, etc) and then in PS, I extracted the dog (after adding to the top of the photo) to a separate layer and saved it to an alpha channel. The 'cartoon look' was applied with Topaz Clean/Cartooned to a duplicate and blended down with a mask to suit my tastes. With the use of the alpha channel, I could set any choice of BG.
