Make changes to all lower layers

I'm using APS version 6, so this is going to require some mental archeology!

If I make a change, like Invert of a filter, it doesn't apply to all open underlying layers no matter if they are Linked, Grouped or anything else I can figure out. Adjustment Layers do apply to all below, but not other kinds of changes/filters. Am I missing a setting somewhere?
