Make background color in circle VS plain BG

Hello, I could use some help here. Been using photoshop for few years, but I dont know how to create this image attached and what it is called. Help me plz.. Thanks in advance :)

1- make background with black color
2- New layer create gray circle.
3- Apply Gaussian Blur
4- by transform expand the image effect the above one. the same above effect you will have.

You can see the rings in the top image...that is gradient with a low opacity
 
Hi guys.. I get it now,after a few tries. Radial Gradient -> foreground (white) to background (black) -> drag it from middle to outside -> then add a new layer fill with black/another color to make it darker/ change to another color. -> lower opacity of the new layer. Thanks all for trying to help, and to MikeMc for mentioning the opacity. :)

p/s: it seems simple,but if I dont try,I wouldnt know.. [solved]
