Specific Low res jpg to high res psd ?

Hello,

My daughter found this jpg and would like to use it as a background for her First Communion invitation cards.
The image is 96 dpi but we need it in 300 dpi. I've spend some time with perlin noise etc. but the results are not exactly up to the standards of a critical 7yo .

Any help would be greatly appreciated!

The pattern is so random I can't recreate it, everything I try turns out too uniform. Where is this image from? what size are the invitation cards? maybe with better information we can help more.

Here is another option for you, and hope it passes the scrutiny of your daughter dearest. Dimensions are 1180 X 2480 at 300 DPI catering to 10 CM X 21 CM.
