Retouch Low quality/small size to good quality/good size

Hey there, I was looking for some help with giving this low-quality image a better quality. I appreciate all help and replies : )

Here is my take on the image. One of the biggest issues however in improvement is that the image was supplied as a highly compressed JPEG image with all sorts or artifacts. The quality of the original limits what can be done or how much work is required.

If you have a PNG version of the file or a a JPEG saved at a much higher quality setting you will have better results.
