Lost Tutorial

[h=5]Hi, I created this from a photo of a couple dancing... I used a tutorial.... but I have now lost the tutorial and can not find it again. That effects reminds of paint daubs but the edges are real smooth like done in separate layers, meaning each color was selected then daubs effect added . Only guessing here
try searching for "Paint daubs effect" tutorials?
 
Hi, thanks for that.... I do remember how I colored it...... it is how I converted the photo into to the symetrical style that I can not remember... I do remember that I could adjust the settings on the filter to have it more or less detailed with regard to the lines.....I know it involved layers and filters Etc....
 
What version are you using....PS Elements have a "cutout" filter that will get you close...Done with sliders only...couple of minutes.

I think Mike's got it! It may be the "Cutout" filter.

Here's a TUTORIAL that's generates a similar image as the one you posted.
