Hi zoe, as Clare would say, "This is a little above my pay grade". Photoshop may not be the best program for mobile web design layout. I would think it would be capable of creating most of the graphics, but that's about it.
Bearing this in mind you could start HERE by learning the dimensions needed for mobile layouts. As for functionality and behavior, you will need another program.
edit: Having just posted, I found this TUTORIAL on creating a mobile web app with Photoshop!
