Locking a layer to top of all layers permanently?

Hi all,

Is there a way of locking a layer and have it fixed to the very top level of the layers no matter what other images, text etc are added?

Basically I have 2 lines that act as borders and i need these to remain ontop of whatever images i add sort of like a mask.

I don't believe there is a way to do so, looks like you'll just have to drag your layer to the top manually every time you add a new layer, or you could just click the 2nd highest layer(or any under it) to create your new layer which will cause it to be placed under the top most layer.
