Lines


You can use normal pathlines.

Make the path, stroke with brush with desired settings, then with a layer mask soften the edges.
Then in layer blending options make an outer glow with the same color and set it to Screen.

Repeat this for the different lines, and for the ones in the back just use Blur -> Gaussian Blur and then change the opacity if needed.

Vary the settings and you will come up with an similar result.

Mquis is absolutely right. Your best bet is to start by drawing paths. If you change the shape of the brush tool so that it is more oval and skewed to one side, you can actualy stroke the path with the brush. Make sure the brush has a soft edge and is rather small, maybe 2-3px for fatter lines and maybe 1-2px or the smaller thinner ones. Once you get your lines, you can add the glow
 
Also when trying to get a better glow effect increase the range setting to about 21% under, outer glow. This will help increase the outer glow intensity and change the blend mode to Normal
